Job Description

Christian Care a registered humanitarian and development organisation (WO.79/67) involved in development and relief activities across different sectors is inviting applications from suitably qualified and experienced persons to fill in the following vacant contract positions which have arisen in the Organisation

Position: Finance & Accounting Controller
Reporting to: Chief of Party
Location: National Country Office

Role Overview:
The purpose of this position is to be accountable and responsible for the development and management of the effective implementation of the program components. In this position, the Finance and Accounting Controller (FAC) is responsible for leading the establishment of Country
& Project finance and accounting policies, systems, and processes for all aspects of program accounting, finance, and logistics. H/she develops financial plan/budget and monitoring and reporting systems that meet Christian Care and donor requirements. S/he will develop sound internal control and effectively oversee a multifaceted Christian Care program portfolio, which encompasses the development of programs and budgets, as well as the financial reporting, monitoring, and evaluation of these programs. The position supports the Chief of Party and the board in fundraising.

Duties and Responsibilities

Key Responsibilities
Financial function: Provide oversight for all finance and grants management functions of the organisation.
• Review and/or develop financial management systems, policies, and procedures compliant with IFRS and donor rules, in alignment to grant agreements, regulations and policies, including implementation of electronic systems and innovative approaches.
• Ensure strong internal controls for optimal stewardship of the finance policy and procedure manual to strengthen project funding.
• Oversee all financial transactions, petty cash accounts, expense reconciliations, grants budgets and liquidations and annual expense reporting.
• Develop, adopt, implement, and maintain systems, frameworks, and templates to guide the preparation of cost proposals for new programs that are aligned to technical proposals/ program descriptions and compliant with funders’ rules and regulations in liaison with the other senior management.
• Develop, adopt, implement, and maintain systems, frameworks, and templates to guide the cash-flow management to ensure the organization as adequate resources to support program implementation.
• Develop, adopt, implement, and maintain systems, frameworks, and templates for internal and external reporting on finance and operations for the organization to ensure accurate and correct reporting of information.
• Develop, adopt, implement, and maintain systems, frameworks, and templates to guide the identification, management, monitoring, and reporting of fraud and corruption risks within finance and operations for the organization.
• Represent Christian Care to outside bodies on issues of finance and operations and develop a network for the exchange of information and good practices
Lead the financial and accounting management function for the organization
• Lead the setup, customization, and maintenance of the electronic and manual financial management processes (chart of accounts, document flow, document stewardship, filling, retrieval, and disposal process)
• Lead the preparation of advance cash requests to donors, based on program projections, and oversee the correct and accurate treatment of donor income, including disbursements for internal implementation
• Oversee organizational expenditures/payments processes to ensure correct, accurate, timely and compliant treatment of all expenses/payments
• Monitor the accounting ledgers and the maintenance of accurate and correct accounting information in a format amenable to easy reporting, in line with policies and procedures
• Supervise the performance of bank reconciliations and balance sheet reconciliations in line with policies and procedures
• Lead the month-end closure activities and ensure all month-end outputs are timely and correctly documented to inform accurate reporting
• Lead the tracking and control of expenditures within donor approved obligations and budgets through BVA meetings for the organization and make recommendations for timely corrective action
• Lead activities to identify, manage, and monitor fraud and corruption risks within the organization

Operations
• Participate in the development of contracts/agreements required by the program, including equipment and motor vehicles
• Overall responsible for logistics management of Christian Care at country level
• Ensure transparency, efficiency, and compliance with organizational policies through enforcing compliant logistics processes, together with the management team
• Participate in the formulation of country logistics and fleet management strategies to optimize resource use, fleet maintenance and project support efficiencies
• Oversee management of project inventory and assets, and professional maintenance of fleet and all logistical equipment, including generators and solar systems

Compliance and Monitoring
• Ensure compliance with all Christian Care and Development Partners’ rules and regulations, local legislation, and federal regulations related to grant management.
• Develop and implement monitoring systems to track compliance and performance metrics.
Prepare and submit regular compliance reports to stakeholders.
• Create and update internal policies and procedures to align with Christian Care and development partners’ requirements and best practices.
• Coordinate internal and external audits related to the Christian Care and Development Partners’ grants, prepare necessary documentation, and respond to audit finding

Qualifications and Experience

• Any full professional qualification (CA, ACCA, CIMA, CIS)
• Bachelor’s degree in finance or accounting or related field
• Master’s degree in finance, Business Administration or Accounting or related field will be an added advantage.
• Minimum of 2 years’ experience in a supervisory role managing finance and compliance, preferably in a non-profit or grant management setting.
• External and Internal Audit experience is required.
• Experience managing UN and other federal grants is highly desirable.
