Established in 1975, The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat works with partners to build inclusive, safe, resilient, and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination, and poverty.

Context

UN Habitat is implementing Harare Sustainable City Initiative (HSCI), which aims to enhance the overall wellbeing, health and security conditions of Zimbabwe citizens through access to better urban basic services from sustainable solid waste management and the use of renewable energy systems; the project will also create systems for access to affordable carbon-neutral building materials. This will be achieved through improved operations of municipal solid waste management, energy and resource recovery, clean energy generation and promotion of climate responsive building material production. The project will enhance energy access of targeted communities by providing reliable and renewable energy supply generated from locally available resources. The overall project objective is to provide better living condition to Harare citizens by increasing and improving their access to sustainable waste to wealth services, clean energy provisions and to promote energy and resource efficiency in Zimbabwe’s built environment. Working closely with other implementing partners such as Zimbabwe Sunshine Group, Sober life and Green building council of Zimbabwe, The project will showcase good examples of integrated sustainable waste management, resource recovery from waste through establishment of Integrated Resource Recovery Center (IRRC) for processing municipal waste through recovery and recycling, waste to energy technologies by use of organic municipal waste for production of biogas, urban renewable energy generation for productive use by establishment of multi-functional clean energy centers MCEC and mainstreaming energy and resource efficiency into building policies and building practices and production of low carbon bricks for house construction. The project will demonstrate tangible sustainable zero waste practices, clean energy solutions and energy efficiency principles to encourage replication and upscaling. Specific objectives are: 1. To promote sustainable waste to wealth practices in the greater Harare 2. To increase access to clean energy by the urban and peri urban poor in Harare; and 3. To achieve energy and resource efficiencies in Zimbabwe’s built environment

Task description

Within the delegated authority and under the supervision of Lead of the Urban energy Solutions Team and, HSCI Project Officer or his/her designated mandated representative(s), the UNV Administrative Assistant will: • Support administrative and clerical activities in the field in close collaboration with the Finance and Logistics Unit. • Liaise with UN Habitat/UNDP Procurement and Logistics unit for the follow up of the procurement of materials in a timely manner. • Advise the Urban Energy Solutions Team of any deviations from the plan and propose necessary adjustments. • In close coordination with the Urban Energy solutions team and finance unit, assist in monitoring of project budget and financial expenditures and all administrative procedures in line with the work-plan, alert the Programme Officer on shortfalls and over- expenditures. • Assist the Urban Energy Solutions Team in preparing and organizing appropriate trainings on issue related to HSCI activities. • Provide support in general operations troubleshooting and problem solving. • Process advances and payment requests and initiative corrective action when necessary. • Coordinate with Human Resources, and Finance Units in the compilation of documentation related to staffing, time sheets, etc. • Maintain an effective filling system of the project documents, letters, memo, etc. • Perform any other related tasks as may be required or assigned by the supervisor.

Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

3 years of experience in administrative/clerical support, procurement, finance or other relevant programmes at the national and/or international level. Experience working in an international organization and familiarity with the UN common system or similar systems is an advantage. • Have good knowledge of administration and project management. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness;
