MONITORING & EVALUATION OFFICER (FIXED TERM).

ROLE PROFILE

AFC Land & Development Bank, a subsidiary of AFC Holdings seeks to recruit a Monitoring & Evaluation Officer. Reporting to the Evaluation & Monitoring Manager, the Monitoring & Evaluation Officer will be responsible for assisting the business development and credit function of the bank by monitoring organisational and functional performance against set target in line with specific projects requirements.

Duties and Responsibilities
Establish guidelines on the monitoring and evaluation for the Bank projects.
Develop monitoring & evaluation framework for Bank projects including establishing mechanisms for systematic tracking of inputs and outputs of the program activities.
Plan and define a methodology for monitoring, evaluating, and reporting on the results of the Program considering best practices and requirements in terms of indicators and reports.
Facilitate training on the implementation of the monitoring & evaluation plan and the collection of data. Set up operational arrangements for collecting, analysing, and reporting project data, and for investing
in capacity building, to sustain the monitoring and evaluation function. Identify information requirements of components concerning planning, monitoring, and evaluation.
Review performance evaluations to ascertain progress achieved against set targets.
Support the preparation and review of donor reports.
Analyse the information generation, transmission, storage, processing analysis, dissemination, and retrieval process, at provincial and national levels.

Qualifications and Experience

Degree in Economics, Finance, Agriculture or equivalent plus a Diploma in monitoring & evaluation.
A Minimum of 5 years’ experience in project management, monitoring, and evaluation or relevant connected fields in the operations of multilateral development and financing agencies, with experience in all phases of the project cycle.
Demonstrable experience in devising monitoring & evaluation systems.
Experience in creating and managing performance management frameworks, plans and leveraging on performance monitoring data for improving on-going project performance & accountability.
Proficiency in all Microsoft Office applications including use of web-based management systems and
advanced statistical data analysis programmes.
Strong inter-personal skills and a team player.
Excellent communication skills both verbal & written.
