Zimbabwe Land Commission

Station : Harare
Reporting to: Secretary for Zimbabwe Land Commission

Summary of Duties/ Responsibilities
Leadership : Providing Leadership and guidance in the planning and implementation in Secretariat Operations on Finance, Administration, Human Resources, Records and Information Management Functions anchored by four managers.
Budgeting: Providing guidance in development of the Commission’s Annual Budget, defence before relevant authorities, budget implementation, control and reporting
Coordinate the preparation of the Commission’s estimates of expenditure and revenue and the Public Sector investment Programme including costing and management of Government projects and their timeous submission to treasury
Financial Management and Control : Spearheading public financial resources mobilisation, utilisation and accountability in compliance with the public sector financial management regulation and policies
Manage and Control public funds voted by parliament including donor funds
Provide advice to the Accounting Officer and Heads of Departments on Financial management procedures and control

Statutory Returns & Compliance issues – Ensure the existing statutory requirements are compiled with i.e Treasury regulations/ Instructions and the Accounting Officer instructions
Production of Financial Statutory returns, reports in terms of relevant policies
Administration : Overall in charge of Administration function, all types/ forms of assets, (Government Assets), utilisation, control, accountability and reporting
Prepare bi-annual returns, reports and submit them treasury and the Auditor General as stipulated in relevant statutes / policies.
Attend issues raised by the Comptroller and Auditor General, the Accountant General
Human Resources Management and Training: Overall in Charge of the Human Resources Management and Training function.

Human Resources Planning and Development
Staff Establishment control and Management of Remuneration Expenditure in the Commission.
Ensure compliance to Regulations governing condition of service for staff
Initiation, Development and review of Human Resources and Training Policies of the Commission
Institutional Performance Management, Spearhead and coordinate crafting of strategic plans, institutional Annual Plans, Divisional Plans, and ensuring implementation, monitoring and reporting of Personnel Performance System in the Commission Secretariat
Human Capital Development : Overall in charge of the Commission’s Records and info management systems
Staff motivation: Facilitate, promote and build a conducive and sustainable culture for team work and high performance
Gender: Gender mainstreaming in planning,policy development, budgeting, programmes implementation and review
Records and information management: Overall in charge of the commission’s records and information system

Qualifications, Experience and Attributes
A Degree in Finance/ Accounting/ Auditing or a completed qualification such as CIS, ACCA, CIMA or equivalent.
A Master’s Degree in Finance, Accountancy, Auditing, or MBA is an added advantage
At least 10 years of government work experience in Finance/Administration or auditing or similar of which 5 years should have been at Manager, Chief Accountant or Deputy Director equivalent grade in Government service
A clean Class 4 Driver’s Licence
NB: Possession of qualification in Finance / Accountancy/ Auditing or similar is a must
