Applications are invited from suitably qualified candidates to fill the position of Procurement Manager that has arisen at the Women’s University in Africa, Harare campus:
RESPONSIBILITIES/KEY TASKS:
- Formulate and implement the Procurement and Administration Unit Annual Wok Plan in line with the corporate strategy.
- Prepare and manage the Annual Unit budgets and exercise expenditure control and monitoring.
- Develop and maintain sound and effective procurement policies and procedures;
- Create a buying strategy that takes into consideration the University’s budget and necessary supplies and then find matching vendor/suppliers;
- Ensure sustainable procurement practices in compliance with relevant statutes e.g., the Public Procurement
- Public Assets (PPDPA) Act and Regulations;
- Prepare, review and manage all service contracts including timely annual renewals; and
- Disposal of Lead section staff performance, training plan and routine assessments and ensure adequate Unit staff levels and resource allocation
- Produce monthly Management reports on all Procurement and Administration operations;
- Manage insurance portfolio;
- Manage the inventory systems for General Stores operations;
- Maintaining procurement records both electronically and physically as appropriate Source products and services for the University;
- Policy making and updating, disposal of University obsolete assets:
- Drafting and negotiating contracts;
- Serves as secretariat to the Procurement Committee;
- Making quick and informed decisions on the changing environment;
- Perform any other duties within the scope of the job and delegated by the Vice Chancellor.
DESIRED QUALIFICATIONS EXPERIENCE AND ATTRIBUTES:
- Bachelor’s degree in Procurement and Supply Chain Management from a reputable University.
- A Master’s degree in Purchasing and Supply Chain Management or any relevant field will be an added advantage:
- At least five (5) years demonstrated experience in procurement and supply chain management,
- A professional qualification in Procurement and Supply e.g. CIPS is a distinct advantage:
- Membership of a professional body e.g. CIPS an added advantage:
- Thorough knowledge and application of Public Procurement and Disposal of Public Assets Act. Computer literacy; and
- Solid sustainable procurement competencies.
