Job Purpose
The IM officer supports the design and implementation of data collection, analysis and visualization during an emergency response based on consultations with the host NS and IFRC Operations lead. This includes technical advice for or direct implementation of key activities such as needs assessments, household registrations, situational analysis and mapping to inform operational decision-making. The IM officer works with NS and sector colleagues from the planning stage to help identify existing secondary data, set research questions and an analysis plan, apply responsible best practices to community data collection compliant with data protection policies, and ensures information products are developed and shared to relevant stakeholders.
Job Duties And Responsibilities
The IM officer will have the following responsibilities:
- Support Coordination of Information Management processes at the operational level within the region while ensuring that the IM processes are aligned with cluster/NS and global level processes.
- Coordinate the implementation of an Information Management strategy and define the data flows at the operational level with all key RCRC internal and external stakeholders, including Planning, Monitoring, Evaluation and Reporting (PMER) and IFRC sectors.
- Ensure that information is updated on the IFRC GO platform to facilitate information sharing and promote the usage of the platform in support of the operations.
- Review IM Tools and products to ensure that they are accurate, comprehensible, clear, simple and are aligned the IFRC procedure.
- Ensure that data is used responsibly, look for potential risks, harm or opportunities regarding the IM, data process and outputs.
- Ensure lessons learnt are captured and fed into country, regional and global level guidance and contribute constructively to the general IM capacity and processes within the Region.
- Maintain contact list of IM capacity within the cluster delegation and communicate with NS and CD/CCD IM focal points.
- Coordinate and collaborate with the region office to harmonize and align of IM standards and approaches where appropriate.
- Support the National Society on coordination with stakeholders regarding Information Management, analysis, data collection and visualization and mapping.
- Look for potential risks, harm or opportunities regarding the IM, data process and outputs.
- Represent the IM team at the country task force or Inter Agency IM working groups.
- Any other reasonable tasks as stipulated by the line manager and other senior staff.
Education
- University education or equivalent of qualifying experience in Computer Science, Information Systems and Management or a similar field. (Required)
- Relevant post-graduate degree or MBA (or equivalent). (Preferred)
- Technical training in information technology, demography, statistics, GIS, social sciences, analysis, needs assessments or a related field. (Preferred)
Experience
- 3 years’ experience in the development and use of GIS, database systems, data visualization and other information management tools, systems and procedures.
- Experience/knowledge of mobile data collection tools, such as ODK and KoBO.
- Experience in project planning, monitoring and reporting.
- Experience GIS and Data Visualization, including graphic design principles.
Knowledge, Skills and Languages
- Self-supporting in digital and software (including Excel, GIS software, internet, email).
- Excellent communication and inter-personal skills.
- Excellent relationship building skills; ability to build and strengthen internal Networks.
- Skills in technical installation, troubleshooting and support for IM system hardware.
- Fluently spoken and written English
