The Database Officer oversees gathering data, storage, and analysis through a strong database management system. The primary responsibility of this position is to design, develop, test, implement, and maintain the database system. The Database officer will create management methods and systems to efficiently access information stored in the database system. S/he collaborates with the program staff and other M & E team members to improve the process and quality of the data. The Officer will build capacity of GOAL project staff in database maintenance and manipulation of data. As may be required from time to time, she/he will generate data, data tables and reports to respond to program and donor reporting requirements, on schedule and as the need arises under the supervision of the Assistant MEAL Coordinator.

Main responsibilities:

Database design, development, and management

  • Develops and maintains a database of project beneficiaries receiving goods and services from the projects. Ensures profiles of beneficiary households are complete, updates profiles on a regular basis as households information changes (i.e,: new phone number, house hold size, change in person collecting entitlement.)
  • Sets up appropriate data storage facilities, back-ups and restoration and ensures the database is secured and always protected.
  • Supports the project officers to develop beneficiaries list of various activities including disbursement schedules for all cash payments to beneficiaries per project requirements and financial service providers capacity. Tracks disbursements to cash grant beneficiaries.
  • Ensures all personal data is protected and shared per GOAL’s data protection policy.
  • Ensuring reliability and validity of the data.
  • Support the Programmes and MEAL teams in designing and standardising surveys and data capture processes to ensure reporting and KPIs are accurate, and information is accessible to a range of audiences.
  • Assist in providing regular technical support for staff on MIS tools or platforms.
  • Support on training and building the capacity of staff on the use of MIS tools including the use of software services for: form digitalization (e.g. CommCare), dashboarding (e.g. Power BI) and other (e.g. ArcGIS).

Data analysis, visualisation, and reporting

  • Support in the analysis of datasets using dashboarding (e.g., Power BI), statistical (e.g., SPSS) and/or GIS (e.g., ArcGIS) tools.
  • Support the interpretation of the analysed data and provide recommendations.
  • Share project weekly data reports on disbursements and collection/redemption of cash components.
  • Contribute to monthly data reports and visualisations, in coordination with GOAL MEAL team and the assessment of progress against project targets, using statistical and data modelling.
  • Generates analysis reports from the database and submits to the supervisor.
  • Leads in the population of Score (MIS management)

Requirements: Technical & Functional skills

  • Degree in Information Technology/ Computer Science/Information Systems/Statistics or equivalent
  • 3-5 years working experience in database design, data collection, and analysis and reporting or another related field.
  • Experience in development and management of databases in NGO environments essential.
  • Experience in management of data for donors such as USAID-BHA, Irish Aid, UNICEF, ECHO an added advantage.
