Role Overview

Contribute to the formulation, coordination, monitoring and evaluation of economic developmental programmes and plans for the District through the District Development Committee and ensure that they are in conformity with the national vision and aspirations; Coordinate the production of the District annual rolling development plan in consultation with Line Ministries, Government Departments and Local Authorities; Facilitate the District Growth Domestic Product (GDP) growth through beneficiation of economic endowments found in the District; Monitor, advise and supervise policy implementation in local authorities within the District and ensure that their operations are within the provisions of the appropriate statutes, policies and circulars; Coordinate the capacity building programmes and other related programmes for local authorities in the District so as to enhance effective service delivery; Administer the Traditional Leaders Act through maintenance of accurate records and timeous appointment of Chiefs, Headmen and Village Heads; Foster and promote traditional and cultural social values in the District; Formulate and administer the District Civil Protection Plan in conjunction with other line Ministries, Government Departments and other stakeholders; Coordinate and implement Government delegated duties and State functions at District level; Manage both human and financial resources allocated to the District Office; Chair committees on Rural District Development, Land and Civil Protection.
Requirements & Qualifications

A Social Science degree with a bias in Public Administration/Local Government Administration/Development Studies/Rural Development or Economics
Possession of a Masters Degree in any of the above fields is an added advantage
An additional qualification in Local Government Administration or Development Studies will be an added advantage
At least 6 (six) years relevant experience at Officer or equivalent grade
Must be conversant with Local Government legislation
A good understanding of Ministerial functions and Government operations
A thorough understanding of Devolution and National Development policies, priorities and goals
Planning and forecasting skills
Must be mature and able to handle confidential Information
Ability to interact and communicate with stakeholders at all levels
Leadership and management and skills
Monitoring and Evaluation skills
Ability to employ computer aided tools in planning and monitoring
