Trócaire is an International NGO. We work with local partners in the world’s most at-risk communities and with people in Ireland to tackle the underlying causes of poverty and injustice and respond to the crises they create. About The Role
The Cash and Voucher Assistance Officer will be responsible for all stages of the project cycle, including planning, assessment, design, implementation, and M&E of CVA projects in liaison with providing technical support to partners to ensure high quality programming of Trócaire’s projects which foster a culture of learning and continuous improvement.
The role will report to Organisational Development Advisor and Humanitarian Lead. The role is based in Harare with frequent travel within Zimbabwe.

Key duties and responsibilities
Programme Design and Assessment
- The CVA Officer will ensure needs assessments and gather information regarding preference of affected communities on different modality of assistance and delivery mechanisms
- Ensure market information including access and safety to markets is properly covered in needs assessment
- Identify and map-out financial and technology service providers of cash assistance including their presence and operational requirements
- Prepare and adapt needs assessment tools to capture information relevant for cash and voucher assistance.
- Be part of the wider humanitarian community and multi-professional team of experts during needs assessments
- Ensure findings from needs assessment process are properly addressed in CVA response proposals
- Conduct feasibility analysis of CVA response and recommend practical approaches to deliver CVA.
- Prepare proper risk analysis matrix, monitor CVA risks and suggest possible timely remedial actions for correction.
Implementation
- Engage with financial and telecom service providers to set-up appropriate cash delivery mechanism
- Support partners to ensure proper targeting procedures are in line with Trocaire and partners’ targeting guidance
- Work with partners in determining/revising transfer value and frequency of cash and/or voucher assistance and ensure they are implemented accordingly.
- Conduct continuous monitoring of the cash delivery process and provide on-sight support as required.
- Ensure protection of programme participants from potential CVA risks and monitor them on regular basis
- Provide timely and day to day support to partners as required.
- Ensure the CVA project is implemented in accordance with sector standards and Trócaire’s operating procedures for cash assistance.
- Support partners to have standard complaint and feedback mechanism which is adapted to local context.
- Support partners to conduct regular assessment of markets.
Coordination
- Be active member of national and sub-national cash coordination mechanisms either through participation or leadership.
- Ensure appropriate CVA programme information is shared with the national and subnational coordination mechanism and with partners.
- Share learnings and updates to the coordination mechanisms on regular basis.
- Ensure transfer value determination and transfer frequency and other coordination requirements are met to avoid duplication of effort.
- Be part of the wider monitoring, evaluation, and assessment mission.
- Represent Trocaire in relevant platforms
Monitoring, Evaluation and Learning
- Conduct regular post distribution monitoring.
- Work with the M&E to ensure proper CVA and FSL indicators are identified and used in measuring the impact and process of CVA.
- Ensure proper data collection and M&E tools are in place to gather information on appropriateness, relevance, effectiveness of the cash assistance and distribution processes.
- Conduct on-the-spot process monitoring during the cash distribution process and identify areas of improvement
- Ensure monitoring data is used to inform programme adaptation and adjustments
- In collaboration with the PIL team, identify and capture learnings from the humanitarian response for internal and wider use.
- Compile project progress report and generate timely reports to the management and donor.
- Conduct regular protection and risk monitoring and adapt risk registers on regular basis.
- Adheres to Trocaire’s data protection policy in all undertakings of the CVA assistance programme
Technical support to partners
- Provide regular technical support to partners based on identified needs and requests
- Identify capacity gaps and act-up on them through systematic identification of gaps
- Facilitate experience and learning among partners involved in implementation of the humanitarian response.
Skills
- Knowledge and experience in humanitarian assistance or related fields
- Understand financial processes and controls.
- Strong organizational skills and paying attention to detail
- Ability to work in a team and coordinate with various stakeholders
- Proficiency in data management and analysis
- Analytical and planning skills
- Highly diplomatic with political awareness and understanding
- High-level communications and interpersonal skills
- Fluent in written and spoken English
- Excellent report writing skills – able to produce documentation in clear and precise English, and in a timely manner
Experience
- Bachelors’ degree in a related field, such as economics, international development, or the social sciences
- A minimum of 5 years of experience working in international humanitarian and/or development aid
- Technical expertise and experience in humanitarian response programming including food security interventions
- Practical experience of cash transfer programming in emergencies
- Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality
- Experience of working in partnership with local implementing partner
Qualifications
Third level qualification (preferably Masters) in any relevant social science
