BACKGROUND

OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disasters. OCHA’s Humanitarian Advisory Team (HAT) for Zimbabwe, based in Harare and under the overall supervision of the Regional Office for Southern and Eastern Africa (ROSEA), supports emergency operational readiness and response in Zimbabwe.

Position Purpose:

Under the guidance and supervision of OCHA ROSEA, the Humanitarian Affairs Officer supports relevant coordination activities, managing information, promoting preparedness for, and coordinating response to emergencies. This position is located in Harare, Zimbabwe.

Key Duties and Responsibilities :

1.) Facilitate emergency preparedness and response to emergencies in crisis-prone areas.

Annual preparedness and contingency plan reviewed; preparedness capacity strengthened.
Support national contingency planning process.
Coordinate joint Humanitarian Country Team (HCT) disaster impact/needs assessments.
Support joint resource mobilization efforts .eg Central Emergency Respond Fund (CERF) application processes
2.) Maintain a strengthened humanitarian coordination structure by working with UN agencies, NGOs, government, and/or partners as appropriate and as required.

Support operational readiness for humanitarian coordination structures.
Coordinate HCT Inter Sector Working Group and other relevant task teams.
Identify coordination gaps and advise the HC on relevant actions.
Liaise with relevant government entities on emergency preparedness and response.
3.) Ensure that cross-cutting issues are incorporated into humanitarian preparedness and response.

With support from OCHA ROSEA coordinate capacity-building activities in quality humanitarian programming: protection, Accountability to Affected People (AAP), disability inclusion.
Work closely with the cross-cutting groups, Prevention of Sexual Exploitation and Abuse (PSEA), and AAP, in ensuring humanitarian actors have relevant tools and guidelines.
4.) Prepare detailed written situation reports, and operational updates, using both primary and secondary sources.

Monitor humanitarian situations and humanitarian operational space and prepare briefs.
Maintain a network of partners at all levels national and subnational for up-to-date reports.
5.) Attend and, where requested, chair/facilitate, regular coordination and information-sharing meetings.

Assist in making preparations for regular meetings – Humanitarian Country Team, HCT (Inter Sector Working Group), and or training seminars as required.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Qualifications:

Education:

Advanced University degree (master’s degree or equivalent) in Political Science, Social Science, Public Administration, International Studies, Economics or related area or;
A first-level University degree (bachelor’s degree or equivalent) in the related fields with an additional 2 years of relevant experience will be given due consideration in lieu of an Advanced University degree.

Experience:

Minimum up to 2 years (with master’s degree or equivalent) or 2 years (with bachelor’s degree) of progressively responsible relevant professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, and development, or other related areas is required.
National or international experience responding to natural disasters and humanitarian emergencies is required.
Demonstrated experience on awareness of UN institutional mandates, policies, rules, and procedures, particularly in relation to humanitarian response and coordination is highly desirable.
Prior experience and In-depth knowledge of humanitarian principles is an asset.
Proven experience of the ability to work in an inter-agency environment are required.
Experience working with donors, government counterparts, technical staff, and other stakeholders in a collaborative manner is required.

Language requirements

Fluency in English and the language(s) of the country is required.
