Job Title: Monitoring Evaluation and Learning Officer (MEAL)
Reports to: Program Manager
Duration: 1 year (renewable upon satisfactory performance)
Location: Bulawayo

Synopsis:
The Monitoring Evaluation and Learning Officer (MEAL) for the “Locally Led Indigenous Nature-Based Solutions for Climate Change Adaptation in Zimbabwe” (LINCZ), will be fundamental in leading the design, planning and effective implementation of LINCZ MEAL systems. Reporting directly to the Program Manager, the MEAL officer will provide strategic oversight, combine with technical expertise to ensure that LINCZ project MEAL systems fit the overall plan and purpose for effective project implementation and outcome. Thus, the officer will essentially be instrumental in implementing all MEAL related aspects of the LINCZ project.
Roles and responsibilities
Develop and ensure implementation of a robust monitoring and evaluation system / framework to track project progress, outcomes, and impact.
Strengthen the PMER capacity of implementing partners to ensure effective data collection, analysis, and reporting according to MCC and donor standards.
Take a leading role in ensuring smooth and timeous reporting through assisting partners in preparing, collating, and editing their organisational reports, ensuring accuracy and timely submission of high-quality reports in line with MCC and donor reporting standards.
Consolidate reports from technical and implementing partners into one document and timeously submit to the Program Manager and MCC Representatives
Building capacity of the partners through provision of regular technical training and support to partners on various aspects of MEAL.
Build and maintain strong working relationships with and amongst implementing partner PMER staff.
Work collaboratively with other program staff in the implementation and co-ordination of the project activities, as may be deemed necessary.
Assist in collating information, insights, and lessons learned across partners for contribution to the project’s knowledge and research hub.
Ensuring the program active, intentional, and adaptive learning within and across the project’s partners and the stakeholders.
Documenting project impact paying particular attention to change stories as well as lessons learnt.
Developing, in some cases standardise, data management (collection, analysis & presentation) tools for use by implementing partners during internal surveys and / or evaluations.
Carry out regular project data verifications and quality assessments.
Provide on-going support to MCC and partner project staff on all data management needs.
Assist in the development, documentation including storage and dissemination of project plans, updates & reports as well as lesson learnt.
Develop and Coordinate implementation and monitoring of project Quality Assurance benchmarks.
Participating in MCC team life and responsibilities, such as team meetings, worker reports, and retreats.
Perform any other organisational duties as may be assigned by management.
Qualification, Skills and Experience Requirements
A Bachelor’s degree in M&E, Statistics, Social Sciences, Biostatistics or a related field
Minimum of 6 years of experience in monitoring and evaluation of large-scale community service delivery, climate change and strengthening programs, minimum three years of management experience
Demonstrated skills in qualitative and quantitative data analysis, data management (i.e., maintaining a database, quality control measures) and in the presentation of results for the identification of best practices and to inform decision-making.
Proficiency in using databases and statistical software is required (e.g. SPSS, KOBO or any software required by MCC as well as strong skills in Excel, Word, PowerPoint, Access and mobile technologies essential for data management.
Excellent written and oral communication skills in English and in one or more of the local languages(s) – Ndebele, Shona or Tonga. Must be able to communicate and coordinate effectively with other donors and project partners.
Ability to work both independently and interdependently.
Possessing strong work ethic and a passion for our mission for excellent delivery.
Willing to travel frequently by bus and accept the sometimes-rustic realities of the Zimbabwe context.
Having a valid driver’s permit and being comfortable to drive both automatic and manual transmission vehicles.
