The Senior Field Officer is responsible for liaising with the Urban Resilience Coordinator, Field Officers, and UPLIFT team in the overall implementation of the planned activities at field level in Mbare, Stoneridge, and Hopley suburbs of Harare ensuring full integration of protection activities by coordinating with implementing partners. The role will work closely with the Urban Resilience Coordinator and through the Field Officers to ensure timely and efficient implementation of planned activities which includes TVET, disbursement of small business grants, cash for work, Internal Savings and Lending Schemes, trainings, and selection of beneficiaries.  The role will provide technical leadership and support to field officers ensuring full compliance to USAID and GOAL guidelines/standards. He/she is responsible for team management, supervision, stakeholders’ engagement, and management.

Main responsibilities

Supervise Project Implementation at field level.

  • Develop SOPs, MOUs, curriculum and templates needed to assess and administer the activities ie Small business grants, TVET, Cash for Work etc
  • Create a detailed periodic work plan which identifies and sequences the activities needed to successfully complete the project.  Conduct regular reviews of work plans.
  • Coordinate with M and E team to ensure quality and timely implementation, collection, and analysis of qualitative and quantitative data for the project and production of the necessary reports.
  • Conduct regular field monitoring visits, provide supportive supervision, and ensure strong team coordination and timely communication.
  • Ensure strong management of field operations including timely coordination with logistics team, day-to-day supervision of field team ensuring proper planning and allocation of required resources.
  • Produce paperwork for requisition and timely acquisition of project materials/supplies for use in the project implementation.
  • In collaboration with Field Officers sensitize relevant stakeholders to the program and ensure their full support.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to GOAL and to not jeopardize its humanitarian mission.
  • Networking with stakeholders and actively participate in various coordination forums including hosting donor visits.

Leading community facilitation & organization

  • Responsible for ensuring community organization and capacity building for proper management of field level project initiatives.
  • Introduce the UPLIFT urban resilience programme model/approach to the community and ensure a clear understanding and adoption of the process.
  • Facilitate community organization through the local structure in the process of electing project development committees, ensuring gender balance and conduct training for the project development committees based on standard operating procedures and humanitarian principles.
  • Assist communities to solve problems related to the field level project activities and ensure that a complaint/response mechanism is in place in all project areas.
  • Lead and facilitate beneficiary selection and validation process as per the GOAL SOP.

Leading documentation and reporting  

  • Lead and ensure that timely preparation and submission of the weekly/monthly reports and submit to the Urban Resilience Coordinator on a timely basis.
  • Ensure all relevant documentation of UPLIFT project such as registration documents, attendance sheets, distribution documents, meeting minutes, etc are properly maintained, the correct quantities have been indicated in the waybills, record underweight, excesses and lost quantities (if any).
  • Coordinate with M and E Unit and communications team to capture lessons learnt, success stories etc
  • Report on any safety and security incidents and wrongdoing/safeguarding issues

Requirements (Person Specification)

  • A Degree in Social Sciences, Development Studies or equivalent. Experience in supervision of staff and urban field operations is a requirement.
  • Maturity and experience in the implementation of funded projects at field level.
  • Technical appreciation of vocational trainings, development of viable SMEs and other livelihoods opportunities in urban areas.
  • Understanding of safeguarding and mainstreaming principles including gender, HIV/AIDS and Child Protection.
  • Good organizational skills and capacity to work independently, if necessary and/or required. Integrity, professionalism and expertise in processing reports and questionnaires.
  • Ability to understand the cultural context of the community, local language, and use that culture as an input for community mobilization.
  • Excellent interpersonal, written, and verbal communication skills and demonstrated ability to communicate effectively with individuals at all levels.
  • Ability to perform duties with minimum or no supervision.

Essential

  • Minimum 2 years’ management experience with an NGO.
  • Proven problem solving and coordination skills, communication skills, flexibility, and calmness under pressure.
  • Strong computer skills with competencies in Microsoft Office applications (including MS Word and Excel).

Desirable

  • Previous experience administering a USAID grant program and/or selection process for beneficiaries.
  • Experience working in urban resilience program.
  • Experience with food security and livelihoods project, small businesses or traders.
  • Experience with cash and voucher assistance programming
