ABOUT WFP TALENT ROSTERS

The Talent Pool is an excellent opportunity for a career within WFP. WFP Zimbabwe is building a pool of highly qualified and dynamic talents interested in working with WFP. Successful candidates will be placed in a roster for a period of three years and two years for female and male candidates respectively, ready for deployment whenever a Fixed Term, Service Contract (SC) or Special Service Agreement (SSA) positions arise. Selected candidates may be posted in any of our WFP offices in Zimbabwe.

JOB PURPOSE

This job is located in Harare, Zimbabwe. The Human Resources Officer will report to a senior HR Officer or the designate.
Job holders operate with minimal supervision and provide guidance to junior staff to ensure that operational and project objectives are achieved. They are heavily involved in day–to-day activities and analytical work. Job holders provide advice on low complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of activities
The Human Resources Officer is expected to deliver a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.
2. Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
3. Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.
4. Contribute to staff capability building, working with managers to understand individual skills and business requirements, and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
5. Deliver onboarding activities which ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organisation.
6. Contribute to building and managing talent within WFP, working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
7. Support organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.
8. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
9. Collate and analyse data for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
10. Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.

Learning and Development

Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
Identify and assess future and current training needs through job analysis, career paths, annual performance appraisals, surveys, consultation with line managers and staff members, as needed.
Design and implement a robust learning and development plan from the learning needs for the Country Office leveraging available resources to build a learning culture
Promote a Learning Culture through championing the utilization of WeLearn through innovative and creative solutions that will foster a culture of organizational learning.
Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.

Performance Management

Support the implementation of an appropriate Performance management approaches that ensure evaluations are conducted on time and the quality.
Suggest career paths and support plans for specific staff.

People Management

Work with the Head of HR to lead and develop HR staff through coaching and mentoring while ensuring team leadership and cross-functional collaboration

Support and advise staff and management as appropriate to improve relations, achieve consensus and resolve issues.
Contribute to building and managing talent within WFP, while working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high calibre workforce to deliver the set objectives.
Contribute to the improvement of human resources services and ensure client satisfaction and promote service excellence

QUALIFICATIONS AND KEY REQUIREMENTS

Education:
You have:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:
You have:

Three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.

Language
You have:

Fluency (level C) in written and spoken English language and the local language/s.

KNOWLEDGE AND SKILLS

You have:

Ability to analyze data, draw conclusions and recommend a course of action.
Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
In-depth Knowledge of general Human Resources practices and methods, gained through relevant technical training and experience.
In-depth experience in Performance Management, design and delivery of Learning and Capability Development activities and Talent Acquisition strategies.
Basic understanding of HR principles and their application to respond to and resolve general HR queries.
Ability to develop and maintain relationships with a wide range of individuals.
Ability to lead, develop, coach and support a high performing team.
Strong written and oral communication skills, attention to detail. Articulate, influential, concise, and able to negotiate.
Excellent inter-personal skills. Experience of working with colleagues located dispersedly, able to build strong working relationships, gaining trust and mutual respect; being flexible, responding to perspectives and being assertive when appropriate.
Excellent organisational skills. Ability to manage time and tight schedules, work effectively under pressure. Using own initiative, with a creative approach to problem solving.
