How can you make a difference?
UNICEF Zimbabwe is seeking to hire an enthusiastic Climate & Environment individual consultant to provide professional technical, assistance and support for the Climate, Energy, Environment Unit. The consultant supports the Climate, Energy & Environment (CEE) Unit in policy and advocacy, evidence generation, enhancing capacity of children and young people to be agents of change, as well as support the office in greening offices.
BACKGROUND
UNCEF has signed a workplan with the Government of Zimbabwe through the Ministry of Environment, Climate, Tourism and Hospitality Industry (MECTHI) to ensure children and young people and their families are resilient to climate change through adaptative, responsive and child-centred policy, planning and implementation in Zimbabwe. The workplan is guided by the MECTHI priorities and the UNICEF Zimbabwe Country Office Climate, Energy, Environment and Children Strategy which has four pillars, namely: Making children the centre of climate change and environment policies, strategies, and budgets; Recognizing and empowering children as agents of change; Protecting children from the impact of climate change and environmental degradation; and Reducing emissions and pollution. The Climate, Energy and Environment (CEE) Unit therefore requires additional capacity to implement the workplan in the areas of advocacy and evidence generation, engaging and empowering children to participate in climate related events, and in supporting greening the offices
Specific technical capacity is required to carry out consultations, research, advocacy, mobilising and capacitate children to participate in climate and environment forums and to organize children and youth conferences and events together with the MECTHI and with Ministry of Energy and power Development (MOEPD).
PURPOSE OF THE ASSIGNMENT
Under the guidance of the supervisor, the Climate and Environment consultant provides professional technical, assistance and support for the Climate, Energy, Environment Unit. The Officer supports the Climate, Energy & Environment (CEE) Unit in policy and advocacy, evidence generation, enhancing capacity of children and young people to be agents of change, as well as support the office in greening offices.
ASSIGNMENTS
1. Evidence on climate and environment impacts on children is generated
Improve evidence to inform policy-making on climate & environment impacts on children, especially vulnerable children including children with disabilities through production of the Climate Landscape Analysis for Children (CLAC) in Zimbabwe
2. Policy advocacy is enhanced and Zimbabwe Climate and Environment Frameworks are made child sensitive
Consultations with MECTHI and other key stakeholders conducted to ensure children are put at the centre of climate frameworks
Child-related components/activities incoporated into the draft Zimbabwe Environment Action Plan
The Draft Zimbabwe Environment Action Plan developed by MECTHI reflects the needs and perspective of children
At least two other policies and strategies technically reviewed to make them child sensitive. Specific policy instruments to be decided with MECTHI.
3. Enhanced capacity of children and young people as agents of change
Strengthen advocacy of children and young people on key global and national environment days in partnership with MECTHI (World Environment Day; National Tree Planting Day) by organising for the active participation of the children in the environment days.
Strengthen capacity of children and young people to actively engage in climate and environment policy processes and initiatives -This includes enhancing participation of at least 100 children and young people in COP processes such as pre and post COP consultations and empower them to express their views.
4. Enhanced capacity of children and young people in climate education
Package at least three child-friendly materials developed & translated into at least 2 local languages with wide stakeholder participation; for the Environment Clubs and/or Community Information Centres
Capacity of Environmental Clubs in at least 10 schools is strenghtened to actively participate in community action and national competition.
Information Officers in 10 Community Information Centres capacitated on climate and environment issues
5. Climate sensitivity and resilence in social services is mainstreamed
Support UNICEF sections to mainstream climate in social services by providing the necessary inputs in reports, strategies and concepts
Provide reports from Task Force meetings monthly
Work with Communications section to promote the visibility of CEE work at national and regional level
Provide technical support to UNICEF Zimbabwe Country Office (ZCO) greening initiatives as led by Admin and Communication

To qualify as an advocate for every child you will have…
Education:
A university degree in one of the following fields is required: environmental/climate change studies, development studies and/or other related social science fields.
Experience:
At least three years of experience in climate and environment, climate policy review, climate strategy formulation and assessing implications of climate change on children and vulnerable groups.
Work experience and knowledge of development, implementation and management of climate smart approaches to disaster risk management and reduction and resilience building.
Experience in research and writing, advocacy and facilitation of workshops.
Experience in children and youth engagement and empowerment to make them agents of change
Experience in programme planning, management, and/or research in climate change or environment, preferably in a developmental context.
Experience working in Zimbabwe
Languages:
Fluency in English is required. Knowledge of a local language of the duty station is considered as an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
